The states can collect the taxes and send them to the fed. And, instead of exempting this food and that product, use a pre-bate where tax payers get a check each month that covers tax on basic necessities. And I think if the US decided to pursue this course, an underground cash society would develop, probably using another currency, like the Euro for example.
