Decriminalizing hard drugs -- not legalizing them but simply declining to prosecute users and retail-level sellers -- has produced a decline in the amount of drug use and a fantastic easing of financial, ethical, and legal pressures on the Portuguese criminal justice system.
You can't plot a curve from one point but the example is very instructive. We need to have a serious policy discussion in this country about decriminalization of drugs.
