Yeah, I think that's right. Had the bill passed, blame about the tanking economy would have been more equally spread around both parties. But as it is, the whole mess falls back in the White House's lap and that means McCain gets to absorb that blow in November.
Maybe Obama will run over a puppy with his Lexus while driving to a taping of Oprah or something like that, and the popular vote will fall within 5% again.
